FEMA's mission, according to their website, is to lead the effort to prepare the nation for all hazards and effectively manage federal response and recovery efforts following any national incident.
In disbelief the entire world was watching FEMA's response to the emergency response following Hurricane Katrina that seemed, at best, catastrophic.  While the feds try to lay the blame on underfunded local officials, let's learn of the histories of the Administration's decision makers who draw hefty salaries to manage these emergency disaster responses.

BUSH FEMA DIRECTOR #1:  JOE ALLBAUGH
In the early days of his presidency, George W Bush was charged with finding the best qualified person to lead the Federal Emergency Management Agency.  He chose his old friend and campaign manager, Joe Allbaugh.  Albaugh was currently tied up defending himself against the Funeralgate scandal, a little-known but gruesome corpse abuse scandal that also involved George W Bush (read more).  After joining FEMA, Bush and Allbaugh's priorities centered on privatizing FEMA, taking the career experience of civil service workers and giving those jobs to private corporations.  In On December 16, 2002, Joe Albaugh left FEMA, and although the supposed last-resort invasion of Iraq was months away, Allbaugh set up a company to help corporations "take advantage of business opportunities in the Middle East following the conclusion of the U.S.-led war in Iraq". He has also since taken a contract lobbying for Halliburton's Kellogg, Brown, and Root.

Second in command to Allbaugh and now FEMA director is Michael Brown, no doubt chosen by Bush to be Undersecretary of Emergency Preparedness and Response due to his expertise following the ten years he spent focusing on his career as a judge and a commissioner in the Arabian Horse Association.

DISASTER EXPERIENCE:  NONE
Michael Chertoff, Lawyer turned SuperPower Security Chief
Guliani's friend Michael Chertoff's career as a tough prosecutor and later a judge made George W. Bush feel that he was qualified to lead the top agency charged with protecting the United States, a massive bureaucracy encompassing and  coordinating the efforts of 22 
separate agencies, including the now demoted FEMA, overseeing more than 170000 employees

COMMANDER IN CHIEF:  GEORGE W BUSH

  • Appointed unqualified political cronies to top Emergency Management Positions

  • Cut Project Impact which helped communities cope with natural disasters

  • Repeatedly denied adequate funding for levy reinforcement and repairs in New Orleans

  • Remained on vacation even as an unprecedented hurricane was devastating the Gulf of Mexico

  • Took no action to alleviate the suffering of the stranded people at the Superdome and the New Orleans Convention Center

  • Blamed state and local officials for his failure to exert his Executive Authority.
